As other said I would want to see the study. I do believe that it could be true. however factors that may affect it is how many animals were in the study were the animals all from or 1 2 or 3 sources or were they salebarn purchases that came from 50 sources bought in group of 2 to 3.
Main thing need to define what was high risk? unvaccinated cattle are considered high risk but single source unvaccinated vaccinated are less high risk.
