Could just be propaganda from anti-antibiotic folks. Could make sense in the herd immunity sense. Some number of cattle are only going to get sick no matter what. The rest will only get sick if they are overwhelmed with disease load. 2/3 vaccination might keep the disease load low enough that the tougher ones can shrug it off. Would be interesting to know exactly which ones in the 2/3 group got sick and if those specific ones had been vaccinated.
