Assuming it's a duplex, grinder in one half of duplex, and tester in other half. If voltage changes significantly when you turn the grinder on, there's a bad neutral connection/ wire somewhere.
Edit to add: 220 volt loads, like motors, won't be affected by a bad neutral, so they'll work exactly as they should.
