I'm not the guy to ask about air brakes, and that looks like an air brake component. Everything I find shows it has wiring attached, so I'm guessing it's electrically controlled.

There are float style water drains available, they're more industrial specced and you'll pay for a good one, and even then you'll want it accessible for maintenance.

Another common option is an electric valve and timer, usually 120v. That one is 12V probably?
