Latest trend from the USDA. Hang out a carrot but if everybody takes a bite you get less or nothing. How about base funding on participation and need then fund accordingly? Especially if you want to keep controlling/manipulating market prices. Better prices through more trade along with a decrease in fertilizer and other inputs would be preferable to handouts.
