Yes in a few ways.
The obvious one is to keep land in production that would not be. If you are referring to can it be grown cheaper else where yes to an extent. Importing everything we grow/eat doubtful. Throwing 10s of billions at ag to keep the status quo is cheap compared to the alternative.
