I don't know about other states, but IL was 90 days last I knew. MIL had some delays because she moved in with a family member so she didn't have proof of residency as a utility bill is one of the most common ones used.
Basically she has 3 options. Transfer everything to Missouri, find a way to maintain legal resident status in IA, or take her chances on being fined.
