DP normally means the spreads are weak and basis is strong relatively or strong enough that elevators cannot capture or lock in a decent return for grain dumped. 13-14 cents H:N means little meat left on the bone for elevators. Throw in a non weak basis and there is no money to be made. So DP is about the only "bullet" left to get grain to move. They may have some need for corn for quick ship but DP is not a very good way to fill nearby commitments.
