RR Valley, ND; MN native | I think in a lot of states, its something like 30/60/90 days. W/o looking it up I dont know about MO or IA.
But, if you are working for a wage/salary and have W2/W4 form/taxes that is where your "permanent" address will be. I went to college in a different state and never made a change in address during that time. No change in car tags, etc. I had a job in my home state every other semester and was not getting paid, etc in the college state.
When I moved to my current state of ND for a new job, it all had to change. I have a couple inherited vehicles back in MN that stay at the farm and that took some extra paperwork with the MN DMV to make sure that was OK to keep them title/tag there and also have the address for tag renewals come to my house in ND instead.
