I put aluminum tanks and stainless straps on a 2001 ih 9100i last year and had same issue. Apparently my truck is a oddball on how tanks mount.
I went to junk yard and found the straps that were correct on both ends but to long. Then cut out the extra and a friend tig weld them back together.
