The State the vehicle will be registered in.

Make sure you get a signed/dated bill of sale that has buyer/seller/ vehicle information and purchase price.

Texas Exemption for Out-of-State Use: A vehicle purchased in Texas for exclusive use outside of Texas is exempt from Texas motor vehicle sales tax.

Documentation: To claim this exemption, you must not register the vehicle in Texas (except for a possible temporary permit to drive it to Iowa). You should provide the seller with a completed Form 14-312, Texas Motor Vehicle Sales Tax Exemption Certificate – For Motor Vehicles Taken Out of State, at the time of sale.
