My preferred way to start them is 1/2 a small square bale with quart or so of diesel poured on it. Will light up good and burn long enough to catch the fire on the pile. More effective than cardboard/paper/random diesel/gas. Wind blowing into the pile to push the fire (or as others indicated, wind-assist tools). Waste oil, if not already used-up on your trailer deck boards, should be applied liberally especially on green stuff.
The straw bale is a good substitute for tires and gets less attention.
