E.Central MN | IDK, but one of the first things Trump announced after capturing Maduro was that "we" are going to run the country. Since the govt must have had a lot of top level meetings to discuss capturing Maduro prior to the military action, my guess is that Trump believes he can take control of Venezuela regardless of international treaties or domestic laws. Who exactly is going to stop him? And no, Trump has zero concern for starving people in Venezuela or anywhere else for that matter.
