I can't speak for Texas and Iowa so your situation may be different.  I bought a pickup in Florida.  Dealer insisted they had to collect sales tax and send it to Nebraska for me.  The court house said it was fine as long as it was shown as paid on the bill of sale.  I was worried but it worked out.
