Looks to me like he is simply reducing the to high rent or problem farms.
Like the BTO's here, pay any rent to get it then adjust it down the road.
Know 0 about guy in article ,but I have seen the big rent offer guys farm land 1 yr. then coerce the LL to cheaper rents or share crop. LL is too embarrassed after dropping long time tenant and accepts less
I do know farming in the South is much different as Willard Jacks left this area to go to Miss. back around 1979
