A few years ago, there was flooding near Fremont, and sand washed out past the riverbanks, some fields had anywhere from a few inches to a foot of sand near the river. Land owners could not push the sand back in the river, it was deemed 'hazardous', if they wanted it gone, they had to have it hauled out and disposed of at a certified facility. However, since the flood put it there, they had the option of leaving the sand where it was. So, apparently, putting the sand in the river is a 'hazard' but having the sand right next to the river, where every raifall will have water filter through it as it goes into the river is fine. | |
