Water will move laterally along breaks in material like a wick. I'd run road fabric on top of your compacted based, then cover that with rock and your line cap. Run the tile shallow on the toe of your slope/low side of your building (running the fabric under it) and it will collect moisture that comes from the pack above. That's how engineered roads are built here anyways, they must have it pretty figured out.
