| California has a special blend of gasoline that fewer and fewer refineries make. The idiots require this blend and then keep forcing refineries (yucky things) to keep shutting down. I think they are down to only 2-3 refineries that can make their special blend.
I think in their arrogance, they thought they could force everyone else to their ideals. Instead, the refineries are saying find someone else to make it.
