Your best bet would be to get one of those books. A lot of times they don't use that second number on smaller tires, but sometimes they do. For instance on JD no till drill they use one called 13.5 x 31 x 15, second number being the height. But you wouldn't need a book to know a 16.5 couldn't be used in place of a 9.5. If you had room, you could widen the rim, but then the other side wouldn't match.
