Seedstock yes. Females better be outliers/above average performers for genetic gain.

Commercially, AI will get you there quicker. Larger sire groups for more uniformity.

AI will be cheaper and better conception than IVF. I feel it will get you there quicker on a set of commercial cows.

Building a purebred seedstock herd of quality individuals is where IVF helps but still not a slam dunk.

IVF and conventional are a hassle, expensive, and time consuming. You will have more embryonic loss and will give up total pounds on a calf crop due to more calves in the 2nd and 3rd cycles.
