The single number is the widest part of the tire when mounted on the standard rim. Tractor tire heights tend to be about 70% of that width, but different sizes and sometimes makers make them differently.

There is a good reference available on line from Goodyear, called the Goodyear Farm Tire Handbook that gives all the dimensions, the rolling radius, the load rating (vs air pressure), recommended rims on all kinds of tractor and implement tires. http://www.goodyear.ca/tires/farm/handbook.html
