And that is the problem with our current system of paying for our healthcare. Hospitals that receive public money are forced to treat all who come. Someone needs to pay for that care. As it is now, we seem to be operating under the assumption that hospitals will either write it off or transfer to those who can pay. That works until it doesn't and the hospital is forced to curtail some services or even close.
So, if only the monied folks have access to care, it's going to look real bad to have folks of all ages dying in the public streets because they can't pay. I don't think our society will tolerate that, so we are going to come up with something different.
