You don't get it, do you. Your example is ridiculous. If you are dumb enough to do a bunch of work on rented land with no binding contract for reimbursement, you will be broke and out of a job when the owner decides to move on.
As for regulation in college sports, what you want to do is anti competitive and violates the commerce clause. That's why the old system is gone.
