| Turns out it was a bad Trailer (Truck?) protection valve mounted inside the back of the cab.
I disconnected the green line that goes up to the steering column valve and plugged it off at the valve. Problem solved, especially since the truck has NO provisions for an air trailer connection at the rear of the truck. Good riddance!!

We've got a 4700 International with air brakes.
When the foot brake is applied, we get air out of the exhaust port on the steering column valve with the trailer valve OUT and the yellow IN.
We replaced the foot valve because it was worn and also the red/yellow valves because they leaked a little as well.
Fired the parts cannon and replaced the hand valve as well. No dice.
We also early on clamped off air chamber lines and applied the brakes thinking we may have a had a bad 30-30.
Further investigation suggested a bad 2 way check valve and we tested that as described: Fill both tanks, push the yellow button in, and drain each tank separately once refilled. The yellow stayed in.
Part of me still thinks it's a bad 30-30 but it's leaking at such a weird place... but... it IS an International.
