Wisconsin | In the UK they talk about the drains that were put in by POW's from the Napoleonic wars, and Roman drains before then. In Ohio, they probably had organized drainage districts in the early 1800's, WI by the later 1800's? HOWEVER, drainage is going out of style, like fence laws.
