Don’t kid yourself into thinking that COP has anything to do with the prices equipment manufacturers are charging. They are trying to charge the absolute most the market will bear regardless of what it costs them to produce the equipment. Now that the market won’t bear the cost they are cutting production to try and constrain the supply to keep the market propped up.
