I think Dan’s point is the Citation jet in question is not type rated for single pilot operation, BUT PILOTS can be rated for operating it single pilot.
It’s splitting hairs a bit for him to get in a dig at the NTSB, but the point he was making is the PIC on this flight didn’t have this single pilot rating recorded on the FAA database.
