Best service would be have fiber optic installed in the shop or house and have the fiber optic company get service running in both structures on a shared network with possible outdoor access points also.
Second option is a cellular booster in the shop and then another att air. Link is to a surecall booster on amazon. Outside and inside antenna to capture signal outside the steel shell and rebroadcast inside.

Lots of cell booster options if you have decent signal outside the building to start with.
