One article actually shows it being loaded on a rollback vehicle hauler.
It tells why the Rez put the rule in place. Many years ago the military wanted to fly flight patterns over the rez, thus harassing the wildlife the native people felt. So they shut down the US govt.
The interesting part is the restriction is not shown on flight maps available to the pilots. It's just a "word of mouth" thing.
Time will tell.
