There are little things like putting descriptions for what the photograph is. You wouldn't see them on the page, it's a description in the image coding, but readable by apps to help the blind.
As to the original question. I'd do Facebook to help get local customers. Then spend a little money and have a local person build a website for you if you're trying to reach a wider audience.
