I would say no unless your area didn’t receive this latest dose of extreme cold. If you’re after residual only effect probably would be ok but any contact mode of action I’d think would be almost non existent now. Residual should lay on dirt or crop material and be fine but killing anything now would be very difficult since plants have essentially slowed metabolic rates to almost zero
