Custom rates tell you what an operation is worth, not necessarily what it cost. Not long ago these rates were criticized because many charged less than the actual cost to do that operation because it spread the total cost of a machine over more acres. Ideally you would know the actual cost to operate each machine and to conduct each operation. Realistically I doubt very many have the ability to track it that closely.
