Apparently, it got turned on....here's how to turn it on...so turn it off in last step.
How to Enable the Open/Save/Save As Prompt
To turn on this feature, follow these steps:
Open Microsoft Edge.
Click the three-dot menu (...) in the top-right corner and select Settings.
In the left pane, click on Downloads.
Toggle the switch for "Ask me what to do with each download" to On.
