At first I wondered the same thing, but I think he means remove the whatever was used to block coolant flow to the radiator. Or maybe he meant put something in front of radiator to block airflow, I’m not sure.
Put something in front of the radiator to block air so that it can get HOT...then, when it's as hot as you feel comfortable with, remove the blockage and let it cool out.
