I wouldn’t say the alternator is bad if you put voltage into the excite wire and it builds up voltage and stays there. That’s normal and you need to check the excite wire for keyed power.

I believe 10 volts should excite it, so I think it is bad, but I would try jumping from output stud to excite just to see.
