W New York | I don't think this is likely to happen - meaning removal of emissions equipment in ag equipment either on new production or retroactively on machines already built. The reason I say this:
The EPA sets emission standards and tier compliance based on an entity called CARB - California Air Research Board. CARB always moves first to set the standard for CA, and the EPA follows suit to determine timing for Diesel Engine tier compliance. There is no way that CARB will ever agree to reducing emissions protections based on the Trump administration wanting to do this and the state of CA will sue the Federal Government to stop this from happening - the legal battle will rage for years.
All the manufacturers want to sell equipment into the California market, which is huge and will not produce machines that do not meet CARB standards. New or used equipment that does not meet CARB standards will not be allowed in the state of California.
There are the additional complexities of the EU and Canada that will also fight this action, but CARB will put the blocks to it first.
