Impact tools can still break a bolt. The adapter Waltonfarms posted doesn't turn, just hits, so it will hit the flange or washer or casting, not the bolt unless you add a nut inside the socket for a spacer, the turning comes from an open end wrench on the adapter so safer than a big impact that COULD snap a bolt right off. I agree an induction heater is perfect for this, I don't have one, so next best would be to cut the head off before you break it but that might lead to having to weld it.
