Correct, but if you lived far away from those stations that determined atmospheric distortions, WAAS was not that good compared to those who lived close by. IIRC, there was like 3 or 4 stations that obtained atmospheric distortions info.

I've not found info detailing how accurate GNSS is....GNSS vs RTK accuracy wise.
