Either will work fine. I’ve had 2 7000s, 8 and 12 row now have a 16 row 1770. It’s improvement in nearly every way but maybe not 15k better. If you go for the 7000 budget a top drive. It’s so much nicer than the original clutches.

Anyway of the options given I would also go for the 7000. You should be able to rebuilt everything mentioned for 2k add a top drive and have a pretty nice planter for well under 10k. I haven’t shopped planters in a while but paid 12k for my 16 row a few years back.
