| These regulations were created in response to revisions of the Clean Air Act, passed in 1990 and signed by George H.W. Bush, which required the EPA to begin monitoring and reducing emissions to a greater degree. Tier 1 was implemented already in 1996. The tiers of emission reduction were established already in the early 90s. They didn't name the first phase "Tier 1" not expecting there to be other tiers. That wouldn't make any sense.
Legally, I believe you would have to amend the Clean Air Act again to take away regulatory authority over emissions standards. That hasn't stopped Trump in the past. But it would throw a wrench into any executive orders and could lead to lengthy court battles to sort it all out.
Anyone who tries to blame a certain president for alleged overreach with these regs is misinformed at best. I personally think that some emission regulation was needed, but question whether the final tiers are necessary. But that doesn't change the fact that these standards weren't invented out of nowhere and can't be blamed on a particular politician. | |
