Sioux Falls, SD | Here is how the government thinks the payments will be split. This is from the federal register. From my understanding phase 2 is using the spring price when doing calculations. My phase 2 payment is a 1/3 of what it could have been using fall prices. This is probably where, when people were talking about there would not he a revenue loss included.
