The brass elbow at the rear of the rocker shaft has an orifice in it. Disconnect the oil tube and remove the elbow to verify that it isn't plugged. Do a quick fire up to make sure oil is coming up thru the cylinder head and reassemble. Pinching the front drain tube pretty tight on the end is a good idea and will hurt nothing.
