Correct, Phosphorus is very immobile but will move with runoff/erosion. We played the game of spreading on top for many years according to grid sampling. We lost that game but our ag supplier did very well. It was very hard to move the needle on P but K was doable. Im pretty sure our grass waterways may have triple digit P numbers now.
