I agree that our country spends way too much for military but telling people that our military men and women need something is a fairly easy sell. And sometimes it certainly should be. But there are a lot of big players making huge bank on the MIC. Both Republicans and Democrats.
I do not agree with your take on calling it the Department of War however. As far as I'm concerned whether we are on defense or offense it's war. But I will agree that defense should be our priority. I agree with Teddy Roosevelt that we should: "speak softly and carry a big stick."
As to the war on drugs. I have several friends who are reformed drug addicts some even did time for it. They will tell you that hitting the drug industry (and its a business) at its source and transport is a smart move. They would say that we need government help, private help and Christian help to get the addicted help. Our country has spent untold billions on correcting the drug problem and it's nowhere near solved.
