Actually Zeldin asked his EPA officials under what authority they made the rules? The answer was they had no authority (but play one on tv?). Note the chevron doctrine was nixxed by the supreme court - congress can no long defer to experts to make the rules. Apparently unelected, unaccountable people are not the best folks to be making regulations that can't be questioned (I think the epa wanted arresting authority at one point). Not constitutional. Anyway, it looks like Zeldin found some reasonable epa folks to write new regulations that would be congress approved. I believe the target is 2009.

The background is that the climate scare people determined that the earth would end in 5 years if regulations didn't eliminate IC vehicles in favor of somehow more environmentally friendly EV's. The EPA complied, because everyone likes power and probably stock options (they are all doing it so why not). I remember it being significantly questioned, but the epa knew no one would/could challenge their authority so they did it for the good of the planet and, don't forget, stock options. It turns out not much as changed and the temp actually went down some until that huge volcano setting zillions of gallons of water into the atmosphere.
