I put a set of Ling Long on my Jeep. Cheap tires but didn't last long and didn't have very good traction.
I would definitely not put them on steer axle of a semi. I had a steer blow out once and I ended up in a homeowners yard. Somehow I managed to miss the guard rail and a telephone pole, but still did lots of damage to the truck.... more than you are saving on the cheap tires.
