For my house I use two regular 40 gallon electric water heaters. Electricity for heat is 6 cents per kilowatt-hour here. I use a Taco 007-F5 circulator pump to move the water, and a Taco zone valve controller to handle the 24vAC for the thermostat to a 120vAC relay to power the circulator pump. If you have multiple rooms, you can do multiple zones with either multiple pumps or valves.

A 4500 watt element in a water heater is approximately 15K BTUs. I have mine wired so that both upper and lower elements can be powered at the same time. With all 4 elements running it's 60K BTUs.
