I can think of several things I could make for this. The quickest and easiest would be be a big traffic cone upside down on the outlet. It would take some trial and error to cut enough of to make the hole the right size. A split or 2 on the side would allow it to open enough to prevent a build up in the pipe and control the flow at the same time.
