If your Buffalo cultivator has a hitch it will work very well applying anhydrous either pre plant or side dress. You just switch out the sweeps for knives. Another low cost method for nitrogen application would be spraying a band of herbicide with your planter with liquid N as a carrier, then use the Buffalo to clean up the middles. I agree with you not wanting to spend a lot of dollars on strip till equipment when this setup will achieve the same results at a fraction of the cost.
