I believe there is some sort of requirement the in order for a road to be an interstate, there must be some sort of barrier between the opposing lanes. Not sure if that's correct but I suspect it is because when Hwy 41 in Wisconsin was made into an interstate, that was 1 of the things that was done beforehand.
